The building was converted from a residence that belonged to the French Embassy.

Work required opening up the interior, redesigning the exterior and landscaping, Preparation of preliminary designs and estimates, and detailed working drawings, technical details and Bills of Quantities, Prequalification dossiers for contractors, invitation of tenders, evaluation and advice on award, supervision of construction and eventual handover.
